Similar increases were observed across other education levels:<\/p><ul data-spread=\"false\"><li><p><strong>Primary GER<\/strong> increased from 80% to 90%.<\/p><\/li><li><p><strong>Junior High School (JHS) GER<\/strong> rose from 64% to 98%.<\/p><\/li><li><p><strong>Senior High School (SHS) GER<\/strong> tripled from 25% to 72%.<\/p><\/li><\/ul><h3><strong>Presentation of the Report<\/strong><\/h3><p>The findings were presented by <strong>Professor Samuel Kobina Annim, the Government Statistician<\/strong>, in a report titled <em>\u201cAccess to and Quality of Basic and Secondary Education in Ghana (2000\u20132023).\u201d<\/em> The study was conducted by the <strong>Ghana Statistical Service in collaboration with the Ministry of Education<\/strong> and used data from the <strong>Education Management Information System<\/strong>.<\/p><h3><strong>Challenges in Age-Appropriate Enrolment<\/strong><\/h3><p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-large wp-image-2377\" src=\"https:\/\/cmtv.ca\/wp-content\/uploads\/2025\/03\/JHS_School_Ghana-1024x576.png\" alt=\"\" width=\"618\" height=\"348\" srcset=\"https:\/\/cmtv.ca\/wp-content\/uploads\/2025\/03\/JHS_School_Ghana-1024x576.png 1024w, https:\/\/cmtv.ca\/wp-content\/uploads\/2025\/03\/JHS_School_Ghana-300x169.png 300w, https:\/\/cmtv.ca\/wp-content\/uploads\/2025\/03\/JHS_School_Ghana-768x432.png 768w, https:\/\/cmtv.ca\/wp-content\/uploads\/2025\/03\/JHS_School_Ghana-1536x864.png 1536w, https:\/\/cmtv.ca\/wp-content\/uploads\/2025\/03\/JHS_School_Ghana.png 1920w\" sizes=\"(max-width: 618px) 100vw, 618px\" \/><\/p><p>Despite high GER figures, <strong>Net Enrolment Rates (NER)<\/strong>, which measure age-appropriate enrolment, revealed that a significant number of pupils were not within the expected age ranges:<\/p><ul data-spread=\"false\"><li><p><strong>Kindergarten NER<\/strong> in 2023 stood at 66%, meaning two in three children aged four to five were enrolled.<\/p><\/li><li><p><strong>Primary NER<\/strong> reached 80%, indicating eight in ten children aged six to eleven were in school.<\/p><\/li><li><p><strong>JHS NER<\/strong> was only <strong>47%<\/strong>, showing that less than half of children aged 12 to 14 were enrolled at this level.<\/p><\/li><\/ul><h3><strong>Gender Disparities in Access and Performance<\/strong><\/h3><p>The report highlighted <strong>a reduction in gender disparities in access<\/strong>, with gender parity achieved at the primary level. However, <strong>differences in educational quality remain<\/strong>, particularly in core subject pass rates at JHS and SHS levels.<\/p><ul data-spread=\"false\"><li><p><strong>Mathematics (2021 WASSCE results)<\/strong>: Boys (70%) outperformed girls (60%).<\/p><\/li><li><p><strong>English<\/strong>: Girls (60%) performed better than boys (50%).<\/p><\/li><li><p>Gender disparities were more pronounced in <strong>English and Mathematics<\/strong> than in Science and Social Studies.<\/p><\/li><\/ul><h3><strong>Regional Variations in Education Quality<\/strong><\/h3><p>The report also emphasized <strong>regional disparities in education quality<\/strong>, particularly in teacher availability and student performance:<\/p><ul data-spread=\"false\"><li><p><strong>Pupil-to-trained-teacher ratios<\/strong> in the Northern, North East, and Savannah regions exceeded <strong>50 pupils per trained teacher<\/strong>, more than <strong>double<\/strong> the ratio in Greater Accra (25 pupils per trained teacher).<\/p><\/li><li><p><strong>WASSCE Mathematics pass rates (2019)<\/strong>:<\/p><ul data-spread=\"false\"><li><p>Bono Region recorded the highest scores, nearly <strong>five times higher<\/strong> than the North East Region (21%).<\/p><\/li><\/ul><\/li><li><p><strong>English pass rates<\/strong>:<\/p><ul data-spread=\"false\"><li><p>Bono (75.3%) performed significantly better than North East (5.1%) and Savannah (8%).<\/p><\/li><\/ul><\/li><\/ul><h3><strong>Implications and Policy Recommendations<\/strong><\/h3><p>Minister of Education, <strong>Mr. Haruna Iddrisu<\/strong>, stated that the report\u2019s findings would provide <strong>valuable insights for the National Education Forum Planning Committee<\/strong>.
