He holds a <strong data-start=\"774\" data-end=\"803\">Ph.D. in Computer Science<\/strong> from the <strong data-start=\"813\" data-end=\"860\">State University of New York at Stony Brook<\/strong>.<\/p><hr class=\"\" data-start=\"863\" data-end=\"866\" \/><h2 class=\"\" data-start=\"868\" data-end=\"916\"><strong data-start=\"871\" data-end=\"916\">Pioneering Internet Development in Africa<\/strong><\/h2><p class=\"\" data-start=\"918\" data-end=\"1181\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-3886\" src=\"https:\/\/cmtv.ca\/wp-content\/uploads\/2025\/04\/Professor_pioneering_1414.jpg\" alt=\"\" width=\"726\" height=\"414\" srcset=\"https:\/\/cmtv.ca\/wp-content\/uploads\/2025\/04\/Professor_pioneering_1414.jpg 726w, https:\/\/cmtv.ca\/wp-content\/uploads\/2025\/04\/Professor_pioneering_1414-300x171.jpg 300w\" sizes=\"(max-width: 726px) 100vw, 726px\" \/><\/p><p class=\"\" data-start=\"918\" data-end=\"1181\">In the early 1990s, Professor Quaynor led critical efforts to <strong data-start=\"980\" data-end=\"1047\">establish some of the first internet connections in West Africa<\/strong>. His work laid the foundation for digital infrastructure across the region, at a time when internet access was scarce or nonexistent.<\/p><h3 class=\"\" data-start=\"1183\" data-end=\"1234\"><strong data-start=\"1187\" data-end=\"1232\">Founder of Network Computer Systems (NCS)<\/strong><\/h3><p class=\"\" data-start=\"1235\" data-end=\"1477\">In <strong data-start=\"1238\" data-end=\"1246\">1988<\/strong>, he founded <strong data-start=\"1259\" data-end=\"1293\">Network Computer Systems (NCS)<\/strong> in Ghana, one of the earliest internet service providers in West Africa. NCS played a pivotal role in <strong data-start=\"1396\" data-end=\"1426\">offering internet services<\/strong> and advocating for <strong data-start=\"1446\" data-end=\"1476\">local internet development<\/strong>.<\/p><hr class=\"\" data-start=\"1479\" data-end=\"1482\" \/><h2 class=\"\" data-start=\"1484\" data-end=\"1527\"><strong data-start=\"1487\" data-end=\"1527\">Contributions to Internet Governance<\/strong><\/h2><p class=\"\" data-start=\"1529\" data-end=\"1613\">Professor Quaynor has had a lasting impact on global internet policy and governance:<\/p><ul data-start=\"1615\" data-end=\"2310\"><li class=\"\" data-start=\"1615\" data-end=\"1848\"><p class=\"\" data-start=\"1617\" data-end=\"1848\"><strong data-start=\"1617\" data-end=\"1666\">AfriNIC (African Network Information Centre):<\/strong><br data-start=\"1666\" data-end=\"1669\" \/>He was instrumental in the <strong data-start=\"1698\" data-end=\"1722\">formation of AfriNIC<\/strong>, which serves as the <strong data-start=\"1744\" data-end=\"1785\">regional internet registry for Africa<\/strong>, managing the allocation of IP addresses across the continent.<\/p><\/li><li class=\"\" data-start=\"1850\" data-end=\"2104\"><p class=\"\" data-start=\"1852\" data-end=\"2104\"><strong data-start=\"1852\" data-end=\"1870\">ICANN and ITU:<\/strong><br data-start=\"1870\" data-end=\"1873\" \/>He served on the boards of <strong data-start=\"1902\" data-end=\"1911\">ICANN<\/strong> (Internet Corporation for Assigned Names and Numbers) and the <strong data-start=\"1974\" data-end=\"2021\">International Telecommunication Union (ITU)<\/strong>, contributing to the strategic direction of internet governance on a global scale.<\/p><\/li><li class=\"\" data-start=\"2106\" data-end=\"2310\"><p class=\"\" data-start=\"2108\" data-end=\"2310\"><strong data-start=\"2108\" data-end=\"2144\">Internet Governance Forum (IGF):<\/strong><br data-start=\"2144\" data-end=\"2147\" \/>He also participated actively in the <strong data-start=\"2186\" data-end=\"2215\">Internet Governance Forum<\/strong> and other international initiatives, promoting open and inclusive internet policy discussions.<\/p><\/li><\/ul><hr class=\"\" data-start=\"2312\" data-end=\"2315\" \/><h2 class=\"\" data-start=\"2317\" data-end=\"2358\"><strong data-start=\"2320\" data-end=\"2358\">Academic Leadership and Mentorship<\/strong><\/h2><p class=\"\" data-start=\"2360\" data-end=\"2647\">Beyond his technological contributions, Professor Quaynor has been a passionate educator.
